Korea’s central bank governor cautioned companies, individuals and the government yesterday on the danger of taking on an unreasonable level of debt.
During a meeting with corporate executives yesterday, Bank of Korea Governor Kim Choong-so said, “corporations, the government and individuals should pay close attention to how much debt they take on.”
The BOK’s 25 basis point rate hike last Friday will increase interest payments for debt holders.
Kim also commented on Korea’s mounting household debt.
“We should keep an eye on those who take out loans that have no ability to pay them back.”
Yet he expressed confidence that Korea’s record household debt – which recently exceeded the 800 trillion won mark – is manageable.
A number of the country’s largest conglomerates were represented at the meeting, including Kim Young-chul, Dongkuk Steel president & CEO; Alfred S. Koh, Samsung SDS CEO; Huh Chang-soo, GS Engineering & Construction chairman; Huh Myung-soo, GS E&C president & CEO; and Yoon Young-doo, Asiana Airlines chief executive.
“The housing market doesn’t look so optimistic,” said GS E&C’s chairman, blaming it on financial authorities’ tight management of project financing loans, causing builders to suffer from unsold apartments.

Primary-Secondary Piping
TRIAD integrates modularity with a single pipe primary-secondary system. TRIAD was the first company to employ a Primary-Secondary concept. It operates with two loops, (i) the primary loop, or building main loop, and (ii) smaller secondary loops off of each hot water boiler, which supply heated water to the primary loop.

Upon a call for heat, the boiler pump begins pushing the return water into the boiler and out through the secondary loop, supplying this hot water up into the primary loop (the main header), where it mixes with the cooler return water from the main loop of the building.

Easy to Clean
To maintain boiler efficiency, heating surfaces must be kept clean and free of combustion by-products. All TRIAD heating surfaces, especially the firetubes, are easy to access. It is impossible to clean all the heating surfaces of a cast iron boiler, and what can be reached is difficult to clean.

TRIAD also makes it easy to maintain clean water surfaces. The cleaning of the interior of a cast iron boiler is a major undertaking, and even then only the vertical surfaces can be cleaned. The inability to clean the horizontal surfaces can have a significant impact on operating efficiency.

RESEARCH:Fisher Capital Management Strategies: Glittering Gold Need Not Set Off a Panic Over Inflation

The WGC estimates that Indian households own more than 18,000 metric tons of gold, the largest holding on the planet. (By contrast, U.S. official gold reserves total about 8,100 metric tons.) Indian consumers aren’t done buying. In this year’s first quarter, they purchased an additional 206 tons of gold jewelry and 85 tons of gold bars and coins. China’s appetite is growing rapidly and could soon overtake India’s.
Or come at it another way: Strip out Chinese and Indian purchases, and the rest of the world isn’t nearly so vibrant. Some new buyers have shown up; some prior speculators are cashing out.

Price Prediction

This is not the company line. Earlier this month, Sun Zhaoxue, the president of China National Gold Group Corp., the country’s largest gold mine, predicted that gold prices will stay high because of the dollar’s depreciation and “intensifying geopolitical risks.” His measured version of the safe-refuge thesis can be heard in much shriller tones on late-night advertisements for gold coins.
Yes, price surges for gold don’t always reflect genuine fears and the need for disaster-proof investments.
And, yes, gold’s price may continue to climb this year. A recent Bloomberg News survey of 31 analysts, investors and gold- mine operators found respondents, on average, predicting a year- end price of $1,750 an ounce, up significantly from recent levels of about $1,530.
If such a rise occurs, however, it’s likely to reflect normal public demand for a shiny commodity, rather than a far- sighted warning to the world’s central bankers.

One of the undeniable features of the European debt crisis is the tendency to obscure, verbally and politically, the real issues at play. Euphemisms, statistical gimmicks, meaningless institutional squabbling, undecipherable acronyms, and plain double talk proliferate as part of the debate.
In my experience as central-bank governor in Argentina during the worst financial crisis in our history, at the beginning of this century, I learned how useful it is to cut through the fog in order to rebuild credibility and to allow a more lucid evaluation of the outlook. While there are few similarities between Greece’s present debt situation and Argentina’s in 2002, it is possible to reduce the recent talk of a default to four basic issues and make some predictions.
The nature of the debt problem in peripheral Europe is structural. Since it doesn’t reflect a temporary liquidity squeeze, the approach adopted so far can’t resolve it. The strategy in progress has been to pile new debt upon the existing stock. New loans are used to pay old debt, in addition to financing remaining fiscal gaps. This is why the Ponzi scheme analogy is appropriate. And while the pyramid is growing, the share of peripheral debt held by state-owned institutions also keeps getting bigger. This means that when it all finally collapses, it is the taxpayers of Europe, and the world, that will bear the full cost.

Growing Pyramid

The pyramid may continue to grow for a while, particularly if the cement used is public funds. But it is an unstable construction because European bailouts are becoming politically questionable and because throwing International Monetary Fund money into the Ponzi scheme is raising objections. This strategy is only making the situation worse.
The IMF has performed badly in this crisis. Its programs are bound to fail because their design is profoundly flawed. They contain two basic blunders. First, they have wrongly assumed that peripheral countries could return to the voluntary capital market next year. Today we know that Greece’s ability to borrow 30 billion euros ($43 billion) in 2012 is nothing but a fantasy. The programs, therefore, remain unfinanced. And the situation promises to be even more difficult in 2013 if the perverse permanent-bailout mechanism being designed is adopted.
Second, programs have been based on dreamy debt sustainability scenarios in which countries outgrow their debt under severe fiscal tightening. But since these austerity plans cause deep recessions, the debt/gross-domestic-product ratios increase over time in all peripheral nations. How this squares with sustainability, and how the macroeconomics add up, is hard to comprehend.

RESEARCH:Fisher Capital Management News: Steve Jobs pitches new Apple ‘spaceship’ campus to Cupertino City Council

The new facility, as Apple envisions it, would be built on about 150 acres of land that the tech giant owns down the street from its current headquarters.
Jobs said Apple’s plan would involve demolishing buildings now on the site and constructing a new ring-shaped building that would be four stories tall, with four floors of parking underneath.
In the process, the project would increase landscaping to make up about 80% of the site, which is only about 20% trees, plants and grass now, he said.
On Monday, Jobs was on stage in San Francisco, revealing Apple’s new iCloud service at the company’s Worldwide Developer Conference. Public appearances such as the two Jobs has made this week have been rare this year as the Apple co-founder has been on a leave of absence for medical concerns since January. He also announced the iPad 2 in March at an Apple event.
“It’s a little like a spaceship landed,” Jobs said of the planned facility. “It’s a circle, and so it’s curved all the way around. As you know if you build things, this is not the cheapest way to build something. There’s not a straight piece of glass on this building, it’s all curved.
“And we’ve used our experience in making retail buildings all over the world now, and we know how to make the biggest pieces of glass in the world for architectural use.”
The proposed campus wouldn’t rely on Cupertino’s power grid for energy. Instead, it would run from an on-site power facility.
“I think what we’re going to end up doing is making the energy center our primary source of power, because we can generate power with natural gas and other ways that can be cleaner and cheaper, and use the grid as our backup,” Jobs said. “We think that makes more sense.”
Mayor Gilbert Wong said in a statement that Cupertino is excited that Apple is moving forward with a new campus, an idea first mentioned to the city in 2006.
“When Apple submits their building plans later this year, we know that we will be looking at a state-of-the-art facility and all the challenges and opportunities that go along with that,” Wong said.
The review process for the new Apple campus will be the same as any other construction project, with evaluations of environmental impacts, air quality, traffic and other matters, he said.
“The project will come to the City Council for approval in the fall of 2012,” Wong said. “Following approval, Apple can submit building permits. Construction will follow, and Apple and the city expect the new campus to be completed by 2015.”

RESEARCH:Fisher Capital Management Warning: Kellogg Gets Second FDA Warning on Listeria in 2 Years

Kellogg Co. (K) cookie plant in Augusta, Georgia, was found to have a “persistent strain” of listeria during a February inspection, including on food-contact surfaces, according to a warning letter from U.S. regulators.
The Food and Drug Administration letter, dated June 7, was sent less than two years after a Kellogg Eggo waffle plant in the same state was shut for similar reasons.
The inspection found flies and pools of water, the FDA said. The letter from District Director John Gridley didn’t say that any products were tainted with listeria, yet said they were “adulterated” and “may have become contaminated with filth.” The Augusta plant makes Keebler and Famous Amos cookies, and is one of five cookie bakeries Kellogg operates in North America.
“While the FDA did not identify specific concerns with the food, we take this situation very seriously,” Kris Charles, a spokeswoman for Battle Creek, Michigan-based Kellogg, said in an e-mail. “We have undertaken a number of aggressive actions to address their concerns including comprehensive cleaning and extensive testing.”
Kellogg’s response didn’t include dates for taking action at the plant, the FDA said. The regulator gave Kellogg 15 days to outline specific remedies to avoid injunction or product seizure.

Eggo Production

Kellogg’s cookies are baked at a temperature high enough to kill any listeria present, according to Robert Gravani, a food science professor at Cornell University in Ithaca, New York. The lack of an FDA product recall suggests that listeria was not found in the cookies, he said. FDA spokeswoman Tamara Ward declined to comment on a potential recall.
Listeria is a bacterium found in prepared foods and soil that can cause a serious infection in humans called listeriosis. It is particularly harmful to pregnant women, the young, the elderly, and people with weak immune systems, according to the FDA’s website.
Kellogg, the largest U.S. maker of breakfast cereals, fell 45 cents to $54.96 at 4 p.m. in New York Stock Exchange composite trading. The shares have gained 7.6 percent this year.
The FDA in January 2010 ordered Kellogg to improve sanitation controls at the different Georgia plant after Eggo buttermilk waffles were found contaminated with listeria bacteria. That, along with flooding and equipment changes at another waffle factory in 2009, slowed production for months and caused Eggo’s market share to drop.
Kellogg in June 2010 voluntarily recalled about 28 million boxes of cereal including Froot Loops and Honey Smacks, citing unusual taste and odor coming from the liner of packages. The recalled boxes were made at an Omaha, Nebraska, facility. North American cereal sales dropped 5 percent in 2010, partly because of the recall.

SACRAMENTO — A scam targeting users of craigslist continues to be reported to the Better Business Bureau of Northeast California.
The scam, first reported months ago, involves the intended target getting an email shortly after posting an ad with craigslist, the online classified advertisement website.
The person sending the email claims to be the CEO of craigslist and states the consumer has won a computer.
The scammer asks the target to go to a website, where personal financial information is required before the free computer can be claimed.
Officials said the emails are a blatant and somewhat clumsy attempt to commit identity theft.
Names usually associated with the emails, Amy Sanders and Angel Thompson, have no connection with craigslist.
People who feel they are being targeted by fraud should contact the BBB at 1-916-443-6668.

China, along with other emerging countries, is the great hope for global economic growth.
The developed economies, bruised and aching, are pulling themselves slowly back to their feet after the Great Recession.
As Western consumers and governments struggle to get on top of their debts, they are not going to be the source of booming demand for goods and services they were in the last decade.
China by contrast slowed down a bit in the recession and then rapidly got back to something like full speed.
From 2007 to 2011 China accounted for as much of global economic growth as the G7 leading industrial countries combined.
Essential goodsChina is a very important market for suppliers of commodities; Australian coal and iron ore and Brazilian soy beans for example.
It must be said China is also a big exporter, with a hefty trade surplus. That means in terms of global demand for goods and services overall it takes more than it gives.
But imports are growing so China is providing an increasingly important market for some.
But will the powerful performance be sustained?
There are some of sceptics.
The Wall Street Journal recently declared “after years of housing prices gone wild, China’s property bubble is starting to deflate”.
The result is usually painful. Just look at the US, Ireland, Britain, Spain where bad property market loans have been a central feature in the financial crisis.
Rising pricesThe Chinese authorities are getting increasingly uneasy about inflation.
They have repeatedly raised bank reserve requirements, a measure intended to curb the growth of credit.
And then there is Dr Doom himself, Nouriel Roubini, the New York University Professor, prophet of the financial crisis, warning about China slightly further into the future. He says China could face a “hard landing”.
He thinks the economy is too dependent on investment. Very high rates of investment create excess capacity and they can’t be sustained.
They can leave debt problems in their wake as borrowers who built housing or commercial buildings don’t get the income from them that they anticipated.

Lehman, Tribune, Fisher Island, Quigley, AAI: Bankruptcy - Businessweek

March 23 (Bloomberg) -- The business of trading claims against bankrupt companies will virtually vanish if Lehman Brothers Holdings Inc. confirms a Chapter 11 plan this year.
Lehman and its brokerage unit were responsible for almost $38.7 billion in traded claims during the past year, according to data compiled from court records by SecondMarket Inc. The companies in second and third places each had traded claims amounting to 2 percent of Lehman’s total.
Those companies, old General Motors Corp. and Mesa Air Group Inc., had claim trades of less than $800 million apiece in the period, according to New York-based SecondMarket, which describes itself as the largest secondary market for illiquid assets.
In the past few months, the trend has been toward larger dollar amounts and fewer trades, not surprising given the declining numbers of major Chapter 11 filings.
In February, $3.47 billion of claims changed hands in 524 transfers, compared with $2.55 billion in face amount on 636 trades in January. Lehman’s $2.72 billion in deals accounted for 78 percent of February’s total. Mesa followed with $551 million in face amount.
The number of reported trades in February was the fewest since June 2009, SecondMarket said. The 45 companies with traded claims were the fewest in two years.

Indeed, equities capped off a volatile month (the Dow Jones Industrial Average (DJIA) experienced triple-digit moves in ten trading sessions!) with a volatile week, as the S&P 500 Index experienced its worst five-day span since early July.

For the month, the DJIA eked out a fractional gain, while all the other major equity market indices suffered losses. Small cap stocks, which had been among the performance leaders of the seven-month rally, experienced the worst hit, with the Russell 2000® Index falling by almost 7%. In another sign that the market may be growing skeptical of the “higher risk, higher reward” strategy, the NASDAQ Composite Index, dominated by technology holdings, declined 3.6% for the month.

Market Performance: Fisher Capital Management - Yet perhaps emblematic of the struggles experienced in the markets recently, growth stocks outperformed value in October, contradicting the idea that the pursuit of “risk” had become out of favor over the past several weeks. Moreover, the weakness in U.S. markets failed to extend beyond our borders last month, as developedmarkets (MSCI EAFE) experienced just a fractional loss, while the emerging markets (MSCI EM) managed to rise by up to 1%, adding to their impressive year-to-date (YTD) returns.

From a sector perspective, two of the three leading performers off the March lows (financials and materials) declined by the largest amounts in October, as investors appeared to lock in gains of approximately 150% for the financials sector and 75% for the materials sector. Despite the weakness in the technologyladen NASDAQ Composite last month, the higher-quality and larger-cap tech names comprising the S&P 500 Index’s information technology sector simply dropped fractionally. Rising oil prices pushed the energy sector higher by 3%, and the “defensive trade” was still evident within the consumer staples sector, which held on for a 1% gain.

Market Performance: Fisher Capital Management - In other asset classes, fixed-income was mixed last month. The yield on the 10-year Treasury note backed up by seven basis points, as traders likely moved funds elsewhere as the Federal Reserve concluded its $300 billion Treasury purchase program. The dollar continued to weaken, hovering near 14-month lows, which helped drive up the prices for oil, gold, and most commodities. 

Fisher Capital Management Reports: International Equities

The third quarter saw double-digit returns for the world¹s equity markets. U.S. large-cap stocks, as measured by the Russell 1000 Index, rose 16.07%, bringing that index’s year-to-date return to 21.08%. Mid-cap stocks were the best performers overall, with the Russell Mid-Cap Index gaining 20.62% for the third quarter and 32.63% for the year. Value stocks bounced back during the quarter, outperforming growth stocks across the full range of market capitalizations. Small-cap value stocks were the best performers for the quarter but still lagged their small growth counterparts by almost 13 percentage points for the year.

International Equities: Fisher Capital management, Korea reports: International equities posted double-digit gains for the third quarter as well. The MSCI EAFE IMI Index gained 19.82% in the third quarter, with local-currency average market returns of 15.10% boosted by the weak performance of the U.S. dollar.

Emerging markets produced another strong quarter, but one that was more in line with developed market returns than was the case during the second quarter of 2009, as the MSCI Emerging Market IMI Index rose 21.30% for the third quarter. Both developed and emerging markets were driven higher by the strong performance of European equity markets, while Asian markets, particularly in Japan, lagged.

Fisher Capital Management Outlook: At the end of the quarter, markets reacted negatively to mixed economic news, signaling a potential correction off the recent highs. The strong rally since the market’s low of March 9, 2009 has left observers wondering whether rapidly-rising stock valuations have become prematurely rich and earnings expectations somewhat stretched.

While we are cautious about the performance of the market in the short term, we continue to expect a slower, but more robust and sustained, “smile-shaped” economic recovery in the long run.

Fisher Capital Management Scam Prevention News: S Korea, China Bust Phone Scam Ring Targeting S Korea

SEOUL, April 24 (Bernama) — Chinese prosecutors have arrested 23 suspects over phone fraud on South Koreans, Seoul’s prosecutors said Sunday, the first bust on a scam ring after the two neighbouring countries agreed to thwart voice phishing scams that have caused huge financial damage in South Korea in recent years.
Voice phishing involves random phone calls to dupe victims to siphon their bank accounts, Yonhap News Agency reported.
Callers, growingly traced to networks in China, masquerade as police or bank officials, or sometimes demand ransom claiming they are holding a family member hostage.
The damage from phone fraud has reached over 200 billion won (US$185 million) over the last three years, according to South Korean prosecution data.
More than 1,500 suspects of the scams are believed to have fled to China during the past five years.
A Chinese ringleader and 22 other scammers allegedly swindled several billion won from South Koreans by impersonating officials of financial institutions and fooling them into depositing their money at certain bank accounts.
The Chinese prosecutors are also chasing other members of the busted phone scam ring that allegedly has about 100 members, according to Seoul’s prosecutors.
The bust came three months after South Korean Prosecutor General Kim Joon-gyu and Meng Jianzu, China’s public security minister, agreed to cooperate in rooting out voice phishing scams.
South Korean prosecutors said they can soon extradite 15 separate suspects from China over similar scams that caused some 150 billion won ($138 million) in damages from 20,000 victims. The prosecutors did not give any specific time frame.

Fisher Capital Management Eight and a half months after riding the Democratic Party of Japan’s (DPJ) historic lower house victory into office, Prime Minister Yukio Hatoyama announced his resignation, having haphazardly frittered away a chest brimming with political capital. 

Major newspapers said that Hatoyama was resigning mainly for two reasons: his failure to keep his promise to relocate the functions of US Marine Corps Air Station Futenma, Okinawa, out of Okinawa Prefecture, and a political funding scandal that included his mother’s provision of some ¥1.26 billion to him over years. 

Fisher Capital Management - Japan Elects a New Premier Part 2: Instead of deregulation and lower corporate taxes, he envisions increased employment and consumption through focused government spending in nursing, medicine and other social welfare fields. But some economists expressed doubts; they say there is no guarantee that the positive effect of government spending can steadily outpace the negative effects of tax hikes. 

Kan seems to be open to the idea of raising Japan’s consumption tax from its current level of 5%, though the approach of the upperhouse election on July and concerns over a political backlash suggest caution will be the government’s modus operandi. 

“Any rise in the consumption tax rate must be offset by lower levies on daily goods as well as refunds for low-income households”, he recently said. But he also hopes to reduce corporate taxes from the current 40% rate to around 25%, in line with other major countries. In the foreign exchange market, Kan has earned a reputation as a weak-yen advocate. “The business community says that a yen in the mid-90s against the dollar is appropriate, so it would be better 
if it weakens a bit further”, he said in January, shortly after becoming finance minister.

Regarding monetary policy, Kan is generally considered an advocate of inflation-targeting and quantitative easing. As finance minister, he has put some political pressure on the Bank of Japan (BOJ) to fight deflation more aggressively, he nudged the BOJ to double a special bank lending program introduced in December. The bond market believes Kan is a wise choice to manage the sustainability of Japan’s government debt. 

The DPJ had promised to unveil a long-term plan to improve public finances. However, “postponement is likely because of the current political churn, and any real ‘meat’ in the plan will probably not be disclosed until after the Upper House election” … says Flemming Nielsen, senior analyst at Danske research. 

Kan is a self-made man, ascending into politics after years toiling in citizen movements and he has a reputation as a quick learner and a pragmatic politician, with sharp elbows and an aversion to any criticism. 

The country he now leads is facing dire long-term problems that beg for strong leadership, including a staggering level of public debt, a stagnant economy, and an ageing population. He has a few weeks to fix the impression left by nine months of incompetent DPJ governance. 

If he fails, the party will be routed in the elections for the Diet’s upper house.

Mark Matthews, equity strategist at Macquarie, said the positive comments from top U.S. officials including Secretary of State Hillary Clinton on Pakistan’s role against terrorism would eventually lead to the release of much-delayed financial aid for the country. That, in turn, would help the government lower its fiscal deficit and boost the economy.
“For about 5-6 months now, the American’s and coalition money have not been released into Pakistan. And Pakistan has a very wide fiscal deficit. It’s 6.1 percent of GDP and it is the major issue overhanging their stock market,” Matthews added.
The aid package worth $7.5 billion over 5 years has been promoted by Democrat Senator John Kerry and Republican Senator Dick Lugar. But it’s been in limbo because of U.S. concerns about corruption in Pakistan.
Once, that’s resolved, Matthews expects the stock market to benefit. “There are lots of gems in that country. There are probably more gems there, stock-wise, than any other country in Asia,” Matthews told CNBC’s Bernie Lo.
The Karachi stock index rallied late last year along with other emerging markets, but so far this year it has dropped 6 percent because of rising fuel prices and a growing budget deficit. According to Macquarie, Karachi’s stock index not only offers value, but also many well-run companies.
